Introduction

"Research has shown that investment in early childhood development programs brings a real public return of 12% and a real total return, public and private, of 16%. We are unaware of any other economic development effort that has such a public return, and yet childhood development is rarely viewed in economic development terms."

Much has been written on improving public education and the knowledge and skills that our graduates need as they go on to college or enter the workforce. Unfortunately, not a lot has been done to create a comprehensive model of reform to ensure that we really are making the needed changes. Research continues to demonstrate that the economic viability and sustainability of our community is directly linked to the quality of our education systems.
